Introduction: The State of Vermont’s Captive Insurance Division of BISHCA (Department of Banking, Insurance, Securities and Health Care Division) is based in Montpelier, VT. It is the largest captive domicile in the U.S, with over 700 licenses issued as of 2005.

Challenge:

Due to continuing growth, the Captive Division was drowning in paper. Filing cabinets were crowding the floors. Examiners and staff were finding it hard to quickly retrieve company files.

An electronic document management solution was required to eliminate labour- intensive manual paper processes, ensure long-term document security and deliver fast and secure access to accurate company information.

By eliminating expensive manual paper processes (filing, photocopying, faxing) staff can focus on delivering improved services.

Office space now accommodates staff, not filing cabinets.
